PROJECT BACKGROUND:

The Renewable Energy – Accelerated Transition in Indonesia (RE-ACT) is envisaged to contribute towards the acceleration of Indonesia’s transition from fossil-based to renewable energy and enable the achievement of the country’s renewable energy targets and more ambitious Nationally Determined Contributions (NDCs).

The RE-ACT project is providing support to the Ministry of National Development Planning (Bappenas) and the Ministry of Energy and Mineral Resources (MEMR), through three workstreams: (1) policy framework and implementation support, (2) stakeholder engagement and capacity development, and (3) de-risking instruments and financing mechanisms designed through stakeholder engagement. In addition to Bappenas and MEMR, the project will involve working with provincial governments, including but not limited to the Provincial Government of West Nusa Tenggara, focusing on supporting the implementation of Regional Energy Development Planning (Rencana Umum Energi Daerah – RUED).

This activity aims to conduct a study, calculating the baseline emission in West Nusa Tenggara to support the revision and implementation of the RUED. The study will initially focus on Lombok Island. By examining region’s baseline emission, the revision and implementation of the RUED will based on proven data, enhancing its accountability, contributing significantly to Indonesia’s effort to achieve its emission reduction goals through renewable energy.

The output of this assessment will comprise the following:
1. Identifying the data required for the baseline emission profile in collaboration with Dinas ESDM NTB.
2. Designing the methodology and procedures to calculate the baseline emission profile using spatial data.
3. Analysis of the calculated baseline emission profile based on the spatial data.
4. Final report of baseline emission profile.

GGGI will engage the services of a consulting firm possessing expertise baseline emission profiling. The selected consulting firm shall play a pivotal role in conducting the assessment and delivering the study.

POSITION SUMMARY

The selected consulting firm shall take lead in this activity, the role for the consulting firm shall involve conducting the assessment in entirety, delivering the final report by considering legal frameworks that are in place, and documenting the whole process of study and report development. Collaboration with key stakeholders and adherence to the outlined deliverables are essential for the success of the project. Since the work will be undertaken in close cooperation with the provincial government of West Nusa Tenggara, GGGI and other partners, flexibility and a shared vision for the project outcome are essential. The Consulting firm shall report to the GGGI RE-ACT Project Manager while also coordinating on a day-to-day basis with the appointed West Nusa Tenggara’s focal point(s), and where applicable cooperation with MEMR, MoEF, and other partners if required.
